How does VIC compare to PDFs?

VIC is quite different than the PDF format for digital documents. While a PDF can include hyperlinks, it is not a communication vehicle designed for multimedia use. It is a bitmap (static) image based on a printed page metaphor and therefore only displays information in a fixed-page mode. It has a very limited search capability and a basic table of contents. PDF's do provide a quick and easy way to get documents into a digital format.  Within VIC, we can provide links to PDF forms that citizens can download. VIC is designed as a special digital format for interactive documents and includes several unique features: a dynamic table of contents, a keyword index, full text search, bookmarking capability, easy inclusion of colored graphics/images and hyperlinks for defined terms, cross-references, and illustrated commentary ... in short VIC is much more comprehensive then PDFs.
